Inflation adjustments to tobacco excise (typically in December or 1 January,  frequently trigger
pre-tax rise releases to the domestic market.

This has been smoothed out here by summing the 12 months to date for every datapoint.

Since September 2009, releases have decreased.

A budget increase in tobacco tax in 2010 was widely expected, yet the releases in March 2010 were the lowest in any year shown.
