 Can we reduce harm by Changing the cigarette?

Yes we can

 

Changing cigarettes to be less   dangerous is difficult, because once lit they give off lethal smoke, eventually sending half of long time smokers to an early death.  

 

There are a two exceptions:

 

a) Fire safe cigarettes:

Changes can be made by regulation under Section 31 of the Smokefree Environments Act. Section 31 contains powers to ban or lower the content of certain substances.

 

Since the Act became law in 1990, the Ministry of Health has never used Section 31 to alter the content of cigarettes or tobacco.  

In some cases Section 31 needs to be strengthened to make this possible.

 

No we can’t.

 

These cigarettes we have shown, are less dangerous than any other cigarette:

 

End Smoking Trust Board members have taken every opportunity to search for cigarettes that might possibly be safer. They have found that:

 

Cigarettes with special charcoal filters are not any less dangerous.[1] [2] 

 

Hand rolled cigarettes with no accelerant added by manufacturer do not burn full length[3] and cause very few fires, but cannot be recommended because they are no less dangerous than factory made cigarettes.[4]

 

Light or mild cigarettes are no less dangerous than regular cigarettes.[5]
